WHy did Judge Allow FISA Wire Tapping on Trump when it was Established to Oversee Wiretapping of FOREIGNERS Suspected of TERRORISM?

This FISA Court was established to oversee wiretapping of FOREIGNERS in America suspected of terrorism. Trump is not a terrorist, nor is he a foreigner. So why did you grant the warrant, Obama-appointed FISA Judge Rudolph Contreras?
