Does the 1828 Noah Webster dictionary tells us if Ted Cruz can be president?

First lets look what it says.

Status as a natural-born citizen of the United States is. one of the eligibility requirements established in the United States Constitution for election to the office of President or Vice President. This requirement was intended to protect the nation from foreign influence.
The Naturalization Act of 1790 stated that "the children of citizens of the United States that may be born beyond sea, or out of the limits of the United States, shall be considered as natural born citizens". (Act to establish a uniform Rule of Naturalization, 1st Congress, 2nd session, March 26, 1790, 1 Stat.L. 103 at 104, 2 Laws of the U.S., ed. Bioren & Duane (1815) 82 at 83.) This act was superseded by the Naturalization Act of 1795, which did not mention the phrase natural born citizen.
Lets look at the 1828 Webster dictionary.
Nat"u*ral(?; 135),a. [OE. naturel, F. naturel, fr. L. naturalis, fr. natura. See Nature.]
Fixed or determined by nature; pertaining to the constitution of a thing; belonging to native character; according to nature; essential; characteristic; not artifical, foreign, assumed, put on, or acquired; as, the natural growth of animals or plants; the natural motion of a gravitating body; natural strength or disposition; the natural heat of the body; natural color.
Produced by nature; original; born with the being; natural; not acquired; as native genius; native affections; a native talent or disposition; native cheerfulness; native simplicity.
Pertaining to the place of birth; as native soil; native country; native graves.
The native of a city, or an inhabitant who enjoys the freedom and privileges of the city in which he resides; the freeman of a city, as distinguished from a foreigner, or one not entitled to its franchises.
According to Webster dictionary in 1828 a natural born citizen means native born citizen where one is born on the USA soil.
People will argue well Noah is not a politician and deserves no credit. Well lets look.
Jay and Noah kept in contact so i'm sure Noah knew what the definition means. Who is Jay? Well lets see.
John Jay (December 12, 1745 – May 17, 1829) was an American statesman, Patriot, diplomat, a Founding Father of the United States, signer of the Treaty of Paris, and the first Chief Justice of the United States (1789–95).
